Steve Sachs will be a panelist at INDEX 2026. With more than three decades of experience in the investment industry, Sachs helped build Goldman Sachs’ ETF business, contributed to the development and launch of 35 ETFs globally, and led Capital Markets for a $35 billion ETF platform at ProShares. The event takes place on November 12 at Casa Traffô in São Paulo.
Sachs’ career spans several stages of an ETF’s operation: turning an investment strategy into a product, establishing its trading arrangements, connecting the fund with market participants, and developing its distribution. That experience brings a perspective on the infrastructure and decisions that help investment strategies reach investors.
From product development to global ETF operations
At Goldman Sachs Asset Management, Sachs was a founding member of the firm’s ETF business and served as Global Head of ETF Capital Markets and Distribution. His work included the design, development, and launch of 35 ETFs across different markets.
He later served as Global Chief Operating Officer of Goldman Sachs ETF Accelerator. He helped develop the initiative from its initial concept into a fully built global platform that, during his tenure, supported more than 10 clients and 17 ETFs across the United States and Europe, the Middle East, and Africa.
The work addressed a practical need for asset managers: connecting an investment strategy with the infrastructure required to launch, list, and operate an ETF. The first funds launched through the Accelerator, in October 2023, were three ETFs from Brandes Investment Partners. In March 2024, the platform supported Eagle Capital Management’s first ETF through the conversion of a separately managed account.

Capital markets, distribution, and governance
Before joining Goldman Sachs, Sachs led Capital Markets at ProShares, overseeing the function and relationships with financial market participants for a platform that held $35 billion in ETF assets at the time. He also held senior trading and leadership positions at Diamond Hill Capital Management, Rydex Investments, Eagle Asset Management, Bank One Investment Advisors, and Nationwide Insurance.
His experience also extends to market structure and governance. Throughout his career, he served on the Investment Company Institute’s ETF Advisory Committee and Equity Market Structure Committee, as well as in advisory roles with the NYSE and CBOE. Since April 2026, he has served as an Independent Trustee of The 2023 ETF Series Trust, an umbrella structure for U.S. exchange-traded funds.
Experience relevant to the Brazilian ETF industry
For asset managers, distributors, and allocators, that background connects several closely related priorities: product development, liquidity, investor access, and fund oversight. Sachs’ experience encompasses both building an ETF business and helping other asset managers enter the market.
His participation adds to the international expertise represented at INDEX 2026 and gives the Brazilian audience access to practical experience from the global industry. DEX’s annual event will bring market participants together to discuss indexes, strategies, distribution, and the development of the ETF ecosystem.
